When later selected, my civ is always missing from the vote list, ie it'll be something like district 100%+ x number of votes A or B and Great person vote A or B with the civs listed, but my civ is missing. This is on the main votes with 2 options, not the special congress votes for emergencies etc, which are a different wc event. Disabling auto turn seems to stop the bug occurring. But I've only seen it doing this if you have auto turn enabled. You get no option to vote at all, it seems to just autovote for the other civs. You can also get a bug where the wc window vanishes. I've had the second version of this and I've just reinstalled my o/s, steam and only have civ6 currently installed with no mods. So here for more information (posts by Smaking): If that is the case, then this bug is caused by the user, and thus can be fixed by the user. As it seems now, that is caused by one or more unknown mod files, that do not clean up properly after unsubscribing. Thus no leader can be chosen for the target of the vote, and then the player cannot progress.

The second version sees that targets cannot be chosen, because leaders do not appear in the menu when selected. They think they voted for both proposals, but they didn't.
